As I understand it, Mikami received the Death Note on the 27th of November and Light gave him orders to create a duplicate on the 9th of December. (I found the dates in volume 13). Before the 9th of December several characters, including Light, make comments how the killings continue as usual. Light even praises Mikami in his mind for this.

Defending Teru Mikami I see a lot of hate on Teru Mikamis character and I do not think he deserves the hate he gets, I think he is a really cool and intelligent character, so I will go ahead and explain why I do not think he deserves the hate he gets.
